If they were shipped to the states, then to MWeston and then to Canadian customers, it may be a way to avoid people getting hit by customs fees.
Erm, it would certainly hit Michael with gigantic custom fees.
Your methods are just moving the fees to different people. There is no way to avoid them aside from luck (aka busy day at customs).

Perhaps from another angle then. A large number of items going through one person may be vastly more efficient for costs. There are two associated fees, one is a processing fee and one is the actual customs fee. A shitty shipping company like UPS will have a $30 fee on top of everything else. If the processing fee was on one larger shipment instead of many smaller shipments it would be cheaper overall.
Still, I have an address in the states and I can probably send an underling to fetch a package and smuggl.. urr, I mean deliver it. =)
