I'd hope most pre-preorders have been upgraded to preorders by now, so you can probably ignore those in any calculations.
According to his slightly newer news post, he needs up to 950 orders to be able to manufacture a first batch of 1000, but he's also able to order a batch of 500, and he could do that with the money he has already (and that's been true for almost the last 180 sales at least). To be able to pay back his investors and start to make actual profit, he needs to sell 3000, but to my eyes at least, almost 700 preorders is a good start when almost nothing about the performance and no real demonstrations of the cool stuff you can do with one has been shown yet.
Edit: Oh course, ED does not have a big red 'order' button he can just hit as soon as preorders hit 950. He needs some time for the prototypes to arrive with the devs and bed in with them, to make sure many of those first batch niggles can be solved with the current hardware.
