Did heaven decide not to admit David, or did David politely (or otherwise) decline to go there ? It doesn't sound like there was overbooking in heaven, road jams, closed airspace or something.
I could support this all with texts, but to give a quick rundown:
Heaven is where God's angels are supposed so to live. Those angels were created as angels and have never been human except for a few special exceptions (most notably Jesus, who was created as angel, reincarnated as human, and then finally resurrected as angel). Humans normally do not go to heaven at all. It's normally just not an option for them no matter how good they are.
Earth was meant to be a paradise for immortal humans to live their entire lives on. After Adam and Eve sinned they became mortal and so would any descendant that they had from that point on. According to the Bible the paradise will be restored on Earth and then Earth will be populated by immortal humans. The highest reward that most humans can get is to be resurrected for everlasting life as immortal human on the paradise Earth.
As for Hell, it's non-Biblical. It's based on the second death that the Bible talks about. The 2 different kinds of death are:
- The first one is often referred to as a sleep or as the first death. People who are in this state do not exist right now but God is planning to resurrect them to give them a chance to earn a place in his Earthly paradise as immortal humans. Jesus also resurrected people from this death.
- The second kind of death is often referred to as burning forever or as the second death. It's compared with the Gehenna of Israel (which, like I said, was a real place on Earth where there was a permanent fire) and the people said to be in this state do not exist and will never be recreated. Gehenna is a fitting comparison because anything thrown in there would be thoroughly destroyed so that it could never be retrieved.
So David did not go to heaven because he gets the default reward for humans which is to be recreated on paradise Earth.

Satan's downfall is described in the Bible. His downfall is the part where he uses a snake to talk to Eve and then gets rejected by God for his sin. It's very early in Genesis. But after his downfall he was still free to go to Heaven and Earth as he pleased, as is evidenced by the fact that he does so multiple times in the bible and by the fact that Revelation says that eventually he would be banned from Heaven and thus stuck on Earth.
