I wouldn't pay good money for a "game is crap out of the box", I buy games which are quality and worth their money by giving me many hours of enjoyment, and if a mod comes along which extends the game's life then great. Who in their right mind would buy a game just because it incorporates a type of graphic or whatever - graphics are a means to an end, they have nothing to do with making a quality game. For example - play a 1980's arcade game like Pacman, Galaga, Gradius, etc (or PC games like Wolfenstein 3D, Spear of Destiny, Doom, etc) - graphics are crap, but you will be hooked on these games and have hundreds of hours of playtime over several years. played, yes. paid for, im not so sure. if said game supports mods and hacks and all manner of other user editable elements then i think it would be worth paying for, even if the game is crap out of the box, but if youre just gonna play it once and never touch it again then i think cost becomes an issue.
Cost effectiveness is perceived value. If you buy anything and use it lots and get lots of value from it, then it is cost effective and a good investment of your money. If you buy it, barely use/play it, it is expensive and a waste of money. This is true for anything, but expecially computer games.
