Ukrainska Pravda is a pro Ukrainian newspaper that tends to report (but not only) on any strike on Russia or any difficulties for Russian society or economy.
So it's no wonder they're reporting on a mobile phone and internet outage in parts of Russia. The problems with calls, payments, apps, and taxis, etc. are to
be expected. What I found funny was:
The censorship authority Roskomnadzor is also not responding to enquiries, and instead of hearing the phone ringing, callers are put on hold and hear the song "Don’t Worry, Be Happy".
I guess "You must always look on the bright side of life" was deemed unfit coming from a too profane film or something.
