The heat sink is the same size as far as I'm aware. In fact the only difference I know of is that it is now finned/ducted (greater surface area)
The Z8750 has more graphic cores than the Z8500 , it's not just frequency differences between the two. In fact GPD claim the Z8700 is 30% faster than the Z8500
Also, there is more than just frequency difference between the Z8750 and the Z8700 , the other difference is that they fixed graphics and other bugs with the Z8700 in the Z8750 - some people have also guessed that they have also fixed some thermals with the Z8700 , although this has never been directly said by Intel. . There are reasons that enabled the higher frequencies.
In relation to the fan. It's the difference between having a car with NOS and the exact same car without. You don't have to use the NOS, but it's there to give those that want it that bit extra. It's a plus, not a negative.
The fanned version of the WIN also has a bigger battery that can give longer battery life over the fanless version, if you decide to turn the fan off. The fan version also has more vent holes which further improve passive cooling.
