I caught that too, and it's a bad idea. Assuming the device is commercial, developers and publishers would likely want a uniform spec for the machine. With WinCE being optional, some people will get it and some people won't (I know I wouldn't). That means that commercial games might not be compatible across all XGPs. And for homebrew, a divided platform means a lot of extra crap to support.
