You mean in English layout Fn+button will use special chars (+,-,@...) but in Russian one additional cyrillic letters?

It can. The layout of the keys is software controlled and can be changed to anything you want. This is only what is to be printed on the keys, and was chosen to try and be the most generic across the globe. The need for Russian keys is very minor, so they weren't included to be printed, but you should easily be able to remap any of the characters that you won't be using to be the missing characters.
So the Pandora you get will still have the English characters printed on it, but you can ignore them and replace with whatever you want in software.
