If a virus is strong it balances itself out of the picture, together with its host. Predators only take what they need, and only balance out by the amount of readily available resources, and maybe homocide or canibalism. The latter maybe only triggered by resource lows.
As it is today, we're more like homocidal virus.
If we could establish high standards of living globally, crime and birthrates should go down. But I don't see us getting there, as long as we don't apply policies that make politically influential positions unattractive to opportunists.
Recommendation: Make it so that every public servant receives X times the then-current minumum wage as compensation. X be dependent on the position and generally not very high. Such a compensation will be permanent, i.e. until death, and earned once such position has been granted, even if only for a day, Such compensations are not accumulative, the highest one earned will be the active one, until death or a higher one is earned. But acceptance of ANY income/gift/personnal favour besides such compensation will be counted as treason and handled as such.
For CEOs of privately owned firms I have no idea, yet, other than capping the max salary. Or maybe applying the same regulation as for public servants as soon as the firm gained a certain degree of influentialness? Though, who'd prolong the salary beyond employment. Also, once such position is granted could be way easier abused in the private sector, i.e. imposters would be similarly easy to find, but in-on-it position grantees very probably more easily.
