Another thing people are forgetting here? Battery life. The early videos of Psx emulation on Pandora devboards are at 600MHz and are (when not framelimited) running at between 90 and 150fps. This is also before they worked out that the L2 cache wasn't enabled, which does, of course, speed things up immensely. So if you want perpetual full speed, 400MHz should be enough, and in all probability, 300MHz may suffice.
Now, consider: A snes emu running at 550MHz (without L2 cache on) lasted 8.5 hours. This is without framelimiting, so the CPU is getting a good level of work from the emulator.
So, always keeping L2 off (I haven't seen any figures for battery life with it on, after all), and assuming my maths is right (I think it is):
8.5 = (400/550)x (x = theoretical time @ 400 MHz)
x = ~12 hours.
Show me a PSP that can play 12 hours of psx, and then I'll consider psx on Pandora inferior. And even then, only if it's at a comparable level of optimization for the respective chipset.
