Not a competing product : to be able to play the PND you need to buy a starcraft licence so Blizzard still get the coins. and i dont think license could be overriden by EU if you're bid to license while buying product. Wether you're in UE or USA. It doesnt matter.. Buying means accepting license..
He only release a ARM compatible binary of the game, which by european law qualify as fair use.
