This argument has been voiced in the Windows vs. Linux games arena for years. Still don't see many big budget games with ports to Linux either. I attribute it to support. If they officially port to a platform they also have to train someone to support it for the life of the product. As simple as it sounds, it's never quite just about throwing a few thousand dollars at a game to port it to a new platform and reaping the benefits. One thing about Linux, is that it's a bit of a moving target. Loki took the burden off the original publisher by accepting responsibility for the support as well.

If they've got that kind of money to spend on ads, you'd think they could throw a couple extra dollars at the developers.
