The original development of Shenmue and S2 was all done in Japanese. The Enlgish dub came AFTER it was release in Japan, which means it has no bearings at all on a game being rushed or not. And the Shenmue series was Yu Suziki's baby, and the whole series had been in development for many years before even the first game was released, so nothing about the series was ever rushed.
Here's what happened with Shen2, concerning the english dub:
When S2 was released, Sega of America decided not to release an Enlgish dub on the Dreamcast, since it was so late in the DCs life they knew it wouldn't sell well. So instead they decided to make it an Xbox exclusive.
Sega of Europe however, decided to release a sub of the game for the Dreamcast. So the DC got a subtitled version, and the Xbox version was dubbed.
It's a pity that Shenmue 3 will never be released. Sammy basically put an end to that when they bought Sega out.

I think we all know shenmue was made in Japan, you are quite the fool to think otherwise.
You are also wrong on Shenmue 2 in the US, it wasn't that Sega didn't think it would sell well, its that Microsoft made it 'worth their while' to make it a xbox exclusive as a failed attempt to make a xbox killer ap.
Being in development for years does not mean it wasn't rushed. Its being in development for years was WHY it was rushed, the Sega execs didn't want to keep throwing money into a black hole that gave them nothing in return.
