Ac Adapter Ripple

I know the standard answer to this question is "no, as long at the peak ripple doesn't go above 3v, but is this a sign that the ac adapter could suddenly let 12 v into my gp32 or is pretty much a consistent pulse?

my ac adapter is a Powerline 600mA Universal AC Adapter... good or bad?
 
Well, it's like this... The diodes are set to let voltage go only one way and then a filter is used to smooth out the output, so there's an overall DC mean (average) voltage. After that, there's normally no spikes unless lightning strikes an improperly grounded outlet.

Hope that makes it a bit clearer and puts your mind at ease.

Yes, you are ok as the peaks of the ripple are well within the output voltage of the adapter. The worse thing that could happen is that the screen will waver if the output is "dirty".
