AFAIK, Skeezix and I are the only Torontonians I know that own a Pandora (or in his case multiple?).
I have built a good pile of them so I'll chime in. 4 - 8 GB of ram is good, speed does not matter too much unless you are overclocking a lot. i5 over i7 for sure.
Get a quality (price does not equal quality) power supply, look at lots of reviews.
If you don't need lots of expansion slots...

No, it was some industrial strength super glue for plastics. It slightly dissolves the plastic and then it fuzes it together. I guess sorta like PVC cement.
I only charge my Pandora off USB and I never go in low power mode. It usually charges at around 200-300 mA with the screen on and about 370 mA with the screen off. With the new kernel it can charge at 550 mA (not over USB spec, 4.2v vs 5.0v) when everything goes into the automatic low power...
I've just noticed another problem but I'm not sure if its the kernel or not.
Nub scrolling is not working for me, nub mouse, joystick and nub buttons work fine.
I think sending anything with USPS from US to Canada is not a good idea, I have heard about very bad experiences with them. I don't know about you guys though.
