Agreed, but on a different count. Our little American Dollar has risen massively against every other currency in the past few weeks, and for all the shit we've been put through as far as paying goes, it'd make an awful nice "Sorry" if they let me plunk down my cash at the current exchange rate...
On second thought, my biggest fear is that I'm in the group who's gotta refund their money. My dad was already very unsure about paying out of hand for this the first time, but a second? He may not bite, and understandably so; from an outsider's standpoint this could look like a ruse/scam/poorly...

Yeah, before I got Alcohol 120% and PowerIso, I used Alcohol 52% to rip PSX ISOs, it works well for a free program. There are plenty of guides on how to use it out there, just check google. Good luck!

And GunPei2X is right, emulators are being made by other people. You'd have to contact the people who make them directly (Zod, Notaz, etc.)
