640x480 requires four times the memory bandwidth of 320x240 but not four times the power. For example, at 16 bits per pixel and 30 frames per second, the data rates are 18000KB/s vs 4500KB/s. The memory chip(s) will use four times the power based on the fact that they are active four times as long. The "GPU" in these SOC's won't use four times the power since they are generally quite efficient but even if it did, the GPU probably uses 5-10% of the entire chip's power draw.

The good thing about 640x480 LCDs destined for PDAs (4" or smaller) is that they all have hardware selection of VGA or QVGA resolution (or at least all the ones I have found). For games and emulators that don't need more than 320x240, you change the frame buffer driver to set up the display with the lower resolution and you save all that power and bandwidth! :)
