Are you connecting to the USB 2.0 port or the OTG port? The Pandora will only charge through the latter.

the USB charging is very sensitive. If the voltage isn't just right, and the amps being put out aren't sufficient, it'll refuse to charge. It's probably a lot less forgiving then other devices that charge similarly such as cell phones, and it can definitely stand some room for tweaking. Try some different computers and see if any of them will give you the charge.

By sheer coincidence, I also discovered that the chip is so sensitive that a cheap USB cable might prevent charging simply because the resistance in the wire is sufficient to bring the supplied power down just below the expected threshold. Try some different USB cables as well.

Tweaking the USB charge limits is on my "to hack" list.

Do you have a nook or a Kindle, or really any quality device that comes with a USB wall charger? I got a 14-in-one grab bag with case, extra fat stylus, game case, hard case, ect ect. ect. for my DSi XL and I notice that the USB wall adapter won't charge my nook or my XL but will charge a cheap Chinese MP4 player I have. The cigarette adapter works fine though, which is all I care about in the bundle since I use my nook wall charger for everything anyway, it's small so it travels well.

Every PC I try charges everything I own though, are you plugged into a hub when your attempting to charge your Pandora? It could be the hub if that is what you're using. I'd think that MB manufactures would be pretty stringent on the amount of power that USB ports output so it is really funny that your PC won't work.

That will depend on the MB, though. I've found out that on my desktop machine, only the rear USB ports are powered (those that are in the same place as the audio, monitor, serial and parallel connectors). All the other USB ports on the case were connected through an internal hub, which the powers that design MBs had decided to leave unpowered. So if I plugged the phone into the front connectors of the case, it would not charge. On the rear, it would. And usually, you'd want to keep the rear ports for keyboards, mice, printers and stuff...a really weird design decision.

In the end, I got myself a powered hub. It can charge everything and anything at the same time.
