PND's should most definitely make it easy for people to get at the source code. People learn by reading through source code and the more developers the Pandora has the bigger the chance of it being successful. It makes no sense not to on a computer that runs open source software.
EDIT: IIRC it was said that the PND format specifies a field for adding extra info anyway, so extending the format to fully support licences and source code wasn't high on the list of things to do.. if at all.
Well, PXML support html-files as documentation. You can put the license and sourcecode link in there.
You could even include the license.txt within the PND file and link there from the documentation.
The documentation can be opened by any user via the documentation-menu entry in XFCE or by pressing Y from Minimenu.

Moreover, they don't even publish the source codes on the app storage.
Well, my File Archive has a notice when you upload a file:
"If you ported a game or an application, be sure to check out the license first before uploading!
Make sure you include everything needed (copyright information, License, link to sourcecode, etc.) within the file before releasing it to the public!
Also make sure that NO game or application (ported or written by yourself) infringe any existing copyrights and that you have ALL THE LEGAL RIGHTS to distribute the program!"
It also supports selecting a license text file and a link for the sourcecode.
It's up to the devs to use it
(Though to be fair: I added that after Pickle ported these games).
