I think your are talking about XNA the new Microsoft framework for designing games, and Direct X instructions set will be on the chip.
Microsoft want to make game programming a little like coding actionscript in Flash,
High level, easy, just design and code a litle. No more low level physics code and so on, the framework have the objects and the methods, the code are literaly sucked by the chip. whoossssh.

On the other side Sony will be using their PS3 new partner (guess who... IBM) next gen top chips, that are being designed exclusively to PS3. And will have special workstations to create PS3 content.
The war is now on increasing production values, to allure the coders to the most coder friendly machine. I believe Sony will win on that field, bug-free usability is a long know art by Sony.
Lets see if Sony can get a good graphics chip, if they can match ATI, they are in the race.
