This is where we disagree. It is the governments and corporations, the people in charge of those, that made the decision to start spying on people. They are 100% culpable for their actions, just like the criminal that walks out with my TV is 100% responsible for their own actions: just because I didn't lock my door doesn't make it my fault, I didn't make them commit the crime, there was no mind control going on, it isn't my fault that they chose to take advantage of me.
The leaders could have chosen to not spy on people, instead they actively made the decision to start collecting data about everyone. Neither myself nor anyone else is responsible for the actions of another person. The victim is never responsible for the actions of their assailant.
