To install something completely free, follow these simple steps
1) Download the package to your SD card.

ok, we're done. Most things should be totally trivial like this.
Installing something like Quake, on the other hand, is a bad example; it's a non-trivial process. They'd have to acquire the game data somehow, presumably from an existing install of the game on their PC, which means your idea for a download/install app wouldn't do any good there, either. Once that's done, it could be as simple as copying the Binary package onto the SD card and the data files in beside it, but I don't think there's any way to make such a generic program.
