I think that this has been discucced before, and the main arguments against the idea were that
1. There would be no way to objectively decide who should 'win' the bounty. In the case of emulators, for example, two people might release different emulators, one with better overall compatibility, and the other with better resources. This would result in a massive argument over who deserves a larger share (if any) of the bounty.
2. There would be a large amount of redundancy if several teams are working on the same project
