AFAIK it just means it originally came bundled with a PC. Doesn't mean it can't be sold though, MS may not like it but it's not illegal (at least not where I live). The license is for one PC only.
 
He is bundling a piece of unrelated hardware with it to "comply" with ebay regulations. Its not the same. I just added my comment as a fyi usually ebay will unaware unless someone reports it. That doesn't mean its legal though....

Also doesn't mean it's illegal (just against eBay regulations, that's not (yet) the law), eBay is just being cautious because it doesn't want to get into trouble. I don't know about other countries but over here (The Netherlands) judges decided it is not illegal to resell software that came with your PC if you decide not to use it.

Tried open office .org

Doesn't work because i have to follow a guide exactly to create an exact replica of what is on the screen. Plus openoffice doesn't have a database or all the functions i need.

I've sent an email to Newegg.com, a trustworthy store I've used many, many times in the past which sells Microsoft OEM software. Hopefully they'll be able to shed some light on this issue.

Typically all the online stores that sell Microsoft OEM software just say "it needs to be sold with hardware". I've asked for a more detailed explanation.
