I'm looking for recommendations for software that can resize images in bulk.

Following features would be very useful:

Images in folder to be worked on shown as thumbnails.
Ability to select & work on specific images via thumbnail view.
Ability to specify resize by exact height or width but keep aspect ratio.
Choose output filetype & compression (if supported by filetype)

Any suggestions greatly received.

Sorry windows, but if it exactly meets my needs I have a 2nd PC I could use for an alternative OS.

I've used Irfanview, mainly for meta removal in bulk, it is good.

Also for your needs, the Microsoft Office Picture Manager, which comes with Office Suite, if you have that, is simple and does the most part.
I tend to use that when I resize images as it's real simple, can select the folder and all images in there will show as thumbs, allowing to pick off any you don't want to work with.
Can then resize by percentage, exact, etc.
But I'm not sure if can change the format, when I bulk resize I never need to so not looked into that

XnViewMP http://www.xnview.com/en/xnviewmp/
(pay attention to the "MP" bit, because it's the newer version)

It's free (for personal use), it's multiplatform, it does in bulk like everything you want... It's really a professional software.
