Isn't libgstticodecplugin.so in /usr/lib/gstreamer-0.10/ with all the other plugins ?

I am clueless :/

Maybe it's blacklisted : gst-inspect-0.10 -b ?

Maybe you can try :

rm ~/.gstreamer-0.10/registry*

gst-inspect-0.10 /usr/lib/gstreamer-0.10/libgstticodecplugin.so

kevin-openpandora:~$ rm ~/.gstreamer-0.10/registry*
kevin-openpandora:~$ gst-inspect-0.10 /usr/lib/gstreamer-0.10/libgstticodecplugin.so

Segmentation fault

Yes, it was using the DSP.

Now we have to try with a patched kernel as a hole in memory map doesn't work well with the current one.

BTW: I talked with TI today.

We are free to include these codecs in the community codec pack :)
