It might, but I don't think it's been ported yet. I also, haven't checked if Compiz is compatible with xfce or the graphics card. However, Compiz is open source, so there's a green light there.
I'd just like to make it clear that the cube is a compiz fusion thing, not an ubuntu thing. (there are other window managers that also do the cube thing, but the one used in ubuntu is compiz fusion)
I don't really think that that would be a good idea. Compiz fusion is quite ressource hungry at times, and with a low-ressource-thingy like the pandora, that may prove to be a problem - if it runs at all, that is. According to this thread it would still have to be ported to OGLES
