On windows there is the quite well-known IrfanView. I heard [citation needed] it runs OK in WINE... If it does with a speed comparable to running natively in Windows, then it could be the fastest way:
IrfanView differentiates between resizing (just scale the matrix and copy pixels to some neighbouring cells, so You get nice rough pixels), and resampling (where those newly-placed pixels are subject to interpolation).
After setting resizing instead of resampling as the method, You'd get the quickest, most mashable results if You hit Ctrl+R, Alt-D or Alt-H to double or half the image, enter, and Ctrl+S to save and overwrite. Then just fire up those images and go rapid fire
Or run a batch image conversion, it's easy too.
The aforementioned imageMagick is also a powerful and fun-to-explore tool.
