I can see no reason why there wouldn't be an image viewer, text editor, and other simple applications like that. That's not a very good reason to pre-order if you'll end up with a cutting-edge portable console which can do absolutely nothing when you turn it on.
MP3 and other audio and video formats, as has been stated, have licensing issues that prevent their being distributed pre-installed. However, they (and a good selection of other applications) should be available from the File Archive at launch, so I don't see any major problems.
