Am I correct in thinking the Pandora A/V cable would be able to connect to this http://www.x2vga.com/product or this http://www.dealextreme.com/details.dx/sku.10530 and then to our PC monitors?

No. Those are totally irrelevant to the problem. The first takes a proper VGA signal and dumps out a TV signal (really it requires that the VGA card already be outputting the TV signal, it just separates the lines). The second is a KVM (Keyboard, Video Mouse) switch, which lets you connect two computers to a single piece of hardware.

250ms delay is probably a bit much. 250ms delay is what it looked like on Mweston's Display which most likely was doing some post processing on the image. I would imagine the most delay you would get would be around 60ms.
