The best is the 300 mW Spyder. The most power for the price is the 150 mW red Pulsar.
You would have to be super careful with that kind of power though. It is a good thing that they are expensive. It keeps the kiddies from getting a hold of one. You can burn a retina in milliseconds. It should be treated with the same respect that you would a loaded gun. Never point it at anyone, even as a joke. These are serious real lasers, and not toys.

You´d have to hit them first. Take a normal Laserpointer and try hitting a moving target the size of an eye from 15m.
