There is no question if it will work. It is as simple as emil10001 says, you just alternate every frame with the correct view for that eye.
It is mostly done in software, with access to the frame-buffer to make sure that the correct eye gets sent at the proper time.
The game needs to be written with 2 cameras that are placed to the sides of the 'normal' camera, so there are 2 'eyes' to see with, then they are sent to the 3d rig, usually by alternating the frames, Left, Right, Left, Right, etc. The glasses send each frame to a different eye.
The illusion is one of depth, each eye will be able to see objects from a different angle, just like real life. Objects farther away require the eyes to focus farther outwards and are drawn farther apart on the two screens, objects closer are drawn closer to the same position on the two screens. Optics make sure your eyes see both screens in the same place, even though the screens are in front of each eye, so you think you are seeing a single scene with objects at different depths.
There is a great need to keep them synched up, or the effect is one of swapping your eyes left for right, not pleasant, and can lead to headaches and eyestrain.
Go to MTBS3D.com and read around the DIY forums to learn about 3D. You have to play with it a bit and learn what is possible/impossible or likely/unlikely.
That said, it is not impossible on the PSP, but it isn't available now on current games, and likely won't be built into future games, or any add-on device (there are options for the PS2, they work kind of like an Action replay and change the way the rendering/display engine works to hack it into multiple "cameras" and display them properly for a 3D viewing system).
It could be done, but I don't think it will be done unless some very smart hacker(s) engineer game patches for the PSP (obviously you would need a TV-Out capable PSP, and a 3D viewing system). Considering the market for such software, people with 3D display glasses and a PSP, I don't see it happening commercially.
