From a design standpoint, it's a whole new system. The Pollux SoC is completely new and more advanced in several ways.
From a user / developer standpoint, it's not that different. The ARM926EJ CPU core is similar enough to the ARM920T in the GP2X that a simple recompile will allow most GP2X software to run on the Wiz.
Depends. If you just use SDL it will be no different, but if you want to use the 2D hardware directly you will find it is quite different (though not exactly hard to use either).
GBA and GBA Micro were identical hardware so its nothing at all like that. It is an entirely different handheld just it shares the GP2x name (it is called the GP2x Wiz I think).
