Well, it depends.Oversized coolers don't seem like such a good idea really...
I probably have the most oversized air cooler in my desktop PC that's available (Prolimatech Genesis, paired with some slow and silent fans) to cool an i7-2700k overclocked to 4.2GHz and it's working fine for more than four years now, even with the almost 30°C I had in my flat during the last days. But I had to make sure to buy a case that's wide enough for this cooler (20cm minimum) and even though the Genesis doesn't have push pins I wouldn't call this the ideal solution if I would carry it around every other week.
My doubts about push pins are all about leverage force. So I'd have no objections against pushpins on a wide but flat top blow cooler. But since those coolers easily cover the mounting holes on the mainboard, push pins are rather impractical. What do you think about smaller coolers with push pins?
Smaller top blow coolers on the other hand might have problems cooling more power-hungry CPUs, but an i3-6320 (51W TDP) should be easily manageable by a smaller cooler with a 70 or 80mm fan, like Intel's stock cooler. Whether you want to have a different cooler or not is rather a matter of noise, than one of actual cooling. And I think if you're not aiming for silence, Intel's stock coolers are quite acceptable on smaller CPUs.
As an example, I'm cooling a Celeron G1840 (53W TDP) with a Cooltek ITX30 cooler (backplate mounting) in a case that's barely big enough to house even this tiny cooler and it just works out on hot summer days, meaning that I can keep the CPU temperature well below 80°C even under sustained full load (while still staying pretty quiet). But I must say, that the 53W TDP seem to be too pessimistic. I've measured the whole PC and it never drained more than 45W altogether. I was also able to undervolt the CPU a bit without underclocking, so the system now needs below 40W under full load.
In general I prefer coolers where I can mount generic fans, because if I want to replace the stock fan then I don't have to replace the cooler.
