Actually from memory the US copyright laws do mention copying devices. It also mentions that making backup copies of games is still illegal if the owner does has stated they do not want it to occur.
Well, in Germany, it's perfectly legal.
You are allowed to make private copies of your stuff. You are not allowed to crack copy protections, but most classic game cartridges come without copy protections.
You are also allowed to make private copies if the original game system is not being produced anymore and it's the only way to play your old games.
