I consider Atom micro-architecture as bad. And I'm not telling that because I dislike Intel, I see in-order as a think of the past (of course, I mean in the market segments I'm interested in; smartphones are a different story for instance).Even Atom doesn't provide that.
And the added complexity of out-of-order can bring lower power consumption: what matters is not the maximum power you need, but the quantity of energy you need to spend to complete a task; if you can complete your task faster while consuming a little more (moderately complex out-of-order doesn't add that much power in the end even if you have to rebalance other parts of the design), you win in the end.
So definitely in-order Atom makes no sense to me.
