Well first of I want to confirm your procedure.
1. Install Japanese ttf/ttc fonts into /usr/share/fonts/truetype
2. Install Japanese locale
angstrom-locale-ja-feed-config
install locale-base-ja-jp
3. add following line into $home/.profile (.profile in your home directory) May not needed if you don't want to change menu language)
export LANG=ja_JP.UTF-8
export LC_ALL=ja_JP.UTF-8
4. install xim(gtk-immodule-xim)
5. Extract uim+anthy.tar.gz on /
6. Add following line into $home/.profile (.profile in your home directory)
Actually if your installation is correct you can see toolbar even type in terminal.
P.S.
This is also important.
most of operations are have to do as root.(sudo -s is much easier than wiki's instruction)
