How to upload a Ressource?

Where do i put the File in? There are two buttons, but both of them are accepting picture files only. :-/

When using Firefox I see this button:

There I can select .zip as a file to attach, you can put anything in a zip I guess.

Thank you for repluying! And sorry for the late answer, i wrote already everything down and did'nt send it for some reason.
Acctually no, you can only upload pictures with that button, i tried it. If you try to upload any data else, you get that answer (i know, its German, but it says, picture data only ) Oh no, wait, the window is in english, though

well, in the worst case maybe you can fake the extension ... "file.zip.jpg"

no, it doesn't work, it accepts the file but disappears after save...

Ofcourse i did the upload function seems to be off for years now
