By the time you can get your meter out and measure the voltage of the core,you could have already fried the processor. By far the best way is measure both resistors before power is applied, and then calculate the output value using the algorithm I pasted earlier.
Drag, one of the original pentium heatsinks (small flat aluminium, with small fins, and no fan) would probably do nice. Stick it on with some Arctic Silver Thermal Epoxy (about £10 for a few gram tube), or some other kind of thermal adhesive.
