Flash is possible; everything else is incredibly unlikely.

The main reason why I suggested the possibility of flash is because vector video isn't always the most processor-intesive thing. Flash videos, like the ones on video.google.com, are still encoded raster videos, and it will take a lot of work to get a video decoder running on the DS while browsing the internet with all requisite extensions.
 
Actually I'd think just the opposite, Java would be far more easy to implement than flash as more Cell phones and other portable devices already have the ability to play java based games. Media files like MP3 and AVI playback are also more evident in portables than Flash.
 
I think that they are all possible at a stretch, though they will almost definitely not be implemented.
