Decent MP3 to OGG converter?

From what I've seen, YOGG presents a much more usable music player than any of the MP3 players, thus far. I'd also heard that OGG files can be smaller than MP3 files, while still retaining the same quality. Although doing so would slightly degrade the quality, I'm still highly interested in converting many of my MP3s to OGG; can anyone recommend a converter, as well as settings (bitrate, frequency, etc.) that I should use?
 
If you convert an mp3 file to an ogg file, it will be worse quality, you need to convert it from wav files or directly from the cd if you want better quality than mp3's.
