scaling would probably look ugly in this case. i think they are talking about just increasing the amount of the playing field visible on-screen, since the game scrolls in both dimensions anyway.

If in tune with a game, music enriches it greatly. Can you imagine Dune II without the music? Or X-Wing / TIE-Fighter with the galoping orchestra when a new wave of enemies arrived? I can't.
