Phantasy 4 was pretty good, especially for a genesis game.
As for other games with good storylines, Planescape: Torment. Hands down still my favourite RPG and should be very affordable. The graphic is not up to current standard (the game is pretty old) but I did not feel that this detracts from the game. I love it to death.
I personally prefer the MG(S) series, but Snatcher is really good too. The Sega CD version is considered the definitive one as it was the most complete (it was also the only version with a proper English release) but the MSX one should be enough to get most people into it. I'd kill for an English version of Policenauts, though. For a while I was actually considering learning Japanese just to play that game.As for other games with good storylines, Planescape: Torment. Planescape rocks. It's one of those really, really good RPGs and I have problems playing most other RPGs after I played Torment because most other stories are so predictable and shallow.
Snatchers plot was also very good. It's one of those few games where you really feel like playing a movie. I like it better than Kojimas Metal Gear series. The MSX version should be playable on the GP2x or GP32.

Seriously though, I thought it was good until the end, then it got a little too convoluted. I could have done without the 10 minute codec conversation before the fight with Solidus. I think MGS 1 and 3 were much better overall but 2 wasn't as bad as a lot of people made it out to be.

I rented Shadow of the Colossus recently and I have no idea why you think this game has a good story. It only says "This girl is dead, go kill some giants to revive her".
Never played Ico so I can't comment on that one.
