Well, this isn't anything new. Politicians make decisions on all sorts of things they don't understand. Economics, health care, school lunch programs, prisons, freedom fries, etc.

All computers can have corrupted data with an abrupt shutdown. You can Google around for some filesystem recovery...
Just highlight an entry in Minimenu, and hit the space button. That'll bring up a menu on the right where you can do all sorts of things, including setting the CPU speed for launch.

I know that as of the Linux 2.6 kernel, there's no benefit to having a swap partition compared to a swap file, I'd highly recommend just using a swap file.
As for a partition for the core OS vs your datafiles (PNDs and the like), it just depends what you're going to use...
