Afaik TLP is pretty x86-centric, so it wouldn't make much sense on an ARM platform, as not many of the original features would work and some of those that the hardware exposes might not even be available.
A similar tool that merges all the system tweaking options in one place might be useful though. But one would have to be careful not to code it "too well". Otherwise you'll end up with yet another yast (yayast?) which usurps all of the system configuration and breaks the system if you chose to stray off the "true path" or don't accept it to know better than you.
