it's not against open source to only provide the code upon request if I'm not mistaken, or is it?

definately not :)

edit: but so is repackaging an opensource app and sell it... and it's also possible with some (lots?) of licences...

The source will probably be available after paying a fee; my assumption for this is based off the following

Voptop is financed by advertising venue solely. For this purpose ads from different providers are taken out on the Voptop webpage. Within the Voptop client itself ads are taken out in discreet banner ads. Furthermore an ad is being played instead of a dial tone.

In the foreseeable future we will also offer a fee-based ad-free client. Nevertheless the ad-sponsored client will continue to be offered
If they're trying to make money through adverts releasing source code for nothing will do them no favours really

There are open source apps where you to pay a fee for the binary which is bundled with the source.

Voice over Peer to Peer (Voptop) is "open source", released under its own open source license.
The quotes around "open source" is interesting, and they could very well release it under a very restrictive open source license: here is the source code for personal use but you cannot distribute it in any modified form, for example.
