My Own Startup Sounds

Asked this question on another thread, didn't get any answers, thought I'd repost in a new thread.

I must be dumb, cause I can't get any sounds I make working. I am using Windows sound recorder, settings are PCM 22.050 kHz, 16 bit stereo. The length is less than or equal to 2.7 seconds. I can get other sounds I've downloaded from the archive working, but none I make. It is possible with Sound Recorder, or should I use another program?
 
I didn't say length, I said SIZE. It's a very different thing.

Size and Length are connected. From the archives, here are three examples:

WalkThisWay - 190,784 bytes - 2.16 sec
Gameboy - 238,636 bytes - 2.7 sec
MexicanRadio - 336,352 bytes - 15.25 sec

The last one is over the 2.7 sec supposed time limit, but the sizes all vary. There is NO WAY to get a wav the exact same size unless the data is the same.
