I just got my new GP2X (the old one died of firmware maladies, shout out to gp32z.com for replacing mine ), and I finally got to try the TV-out everyone has been bitching about so much.
Honestly, it was a bit of crap.
I was wholeheartedly determined to fix it from all the whining I had to read whilst I was forced to the sidelines with firmware maladies.
IT WORKED, and I don't mean like it did before:
NO AMOUNT OF MODERATE WIGGLING EVEN BUDGED THE PICTURE ON MY TV SCREEN.
I would like to point out that you must own a file, and a bit of a 3x5 card and posess the skill to use them effectively, I hold no responsibility of the suitability of these actions for you personally, they simply worked for me, and I am happy they did .
In conclusion:
TV-Out cable = crappy picture
A little time with a file and a bit of cardboard = Good picture on TV screen.

1. I filed a little bit from the side with the pins (the end you stick into the GP2X), carefully.
2. I filed the side with the grooves, once again careful to keep it square
3. Then I took an ordinary piece of 3x5 card, cut out a rectangle with one dimension the same width as the TV dongles connector and bent it into an L shape (the bottom of the L being the distance from the TV connector's shell to the end of the connector, the part that goes inside the GP2X)
4. I took the L of card paper and placed it into the GP2X EXT connector with the vertical part of the L pointing toward me as I looked at the screen, I then carefully pushed in the TV cable.
