If you hold R when it restarts/powers on, you can choose "power off" from the menu
That's the only point you can shutdown at before you're logged in, I think.
The situation I am referring to is when you shutdown before unplugging the charger.
Once you unplug it you would then have to login to be able shutdown.
Using information form the Lomaxx Ssss thread I ended up editing /etc/slim.conf to allow F11 to shutdown at the login screen.
