I'm sure this has been asked before but I searched and couldn't really find an answer so I'm gonna ask anyways.

Why is it that we can over-clock our GP2X's with no consequences? I mean if you over-clock your home p.c. it can over heat or be damaged. I have never heard of a 2X being damaged due to over-clock. Also one more thing, can the P.S.P. be over-clocked with no chance of damage as well?

Simple:
It's the processor architecture.
Intel based CPUs get very hot, and if you overclock them, they start to burn out and become damaged.

ARM cpus are low-power CPUs and don't get that hot - they simply become unstable when they're clocked too fast, nothing gets so hot that it damages the CPU.

I was also under the impression that 2 AA batteries (or the power regulator if your using AC) are probably not enough to generate enough heat fry your CPU anyway! (although I once touched a chip i'd wired up the wrong way and got horribly burnt :s)
